500 MSMEs Participate in OSS Event

Jakarta, March 13, 2025 – The Ministry of Investment and Downstream Industry/Investment Coordinating Board (BKPM), in collaboration with the Ministry of Micro, Small, and Medium Enterprises (MSMEs), today held a socialization event for the Partnership Feature in the Online Single Submission (OSS) system. The hybrid event, attended by 500 MSME actors from North Maluku, Central Sulawesi, South Sulawesi, and Southeast Sulawesi provinces, aimed to provide a comprehensive understanding of the partnership feature’s benefits while offering technical guidance on accessing partnership opportunities or job offers through OSS.

In his opening remarks, Riyatno, Deputy for Investment Climate Development at the Ministry of Investment and Downstream Industry/BKPM, explained that the OSS partnership feature was developed as an instrument to ensure that investment growth—both Foreign Direct Investment (FDI) and Domestic Direct Investment (DDI)—directly benefits regional MSMEs. He emphasized the government’s recognition of the importance of MSME involvement in the investment ecosystem to create equitable business opportunities, enhance business capacity, and strengthen national supply chains.

“The government has prepared several policy instruments to facilitate partnerships between FDI/DDI and MSMEs, including mandatory partnerships for large businesses investing in priority sectors or those required to collaborate, as stipulated in Presidential Regulation No. 49 of 2021 on Investment Business Entities. Partnership obligations also apply to large enterprises applying for investment incentives, as regulated under Minister of Investment/BKPM Head Regulation No. 1 of 2022 on Partnership Implementation in Investment Between Large Enterprises and MSMEs in Regions,” Riyatno stated.

The government hopes that through the OSS partnership feature, MSMEs can expand market reach, improve production capacity and product quality, and innovate to integrate into global production chains. With a more structured mechanism, collaboration opportunities between MSMEs and large enterprises can be optimized to accelerate regional economic growth.

The successful implementation of this feature stems from the synergy between the Ministry of Investment and Downstream Industry/BKPM, the Ministry of MSMEs, and regional governments. Temmy Satya Permana, Deputy for Small Enterprises at the Ministry of MSMEs, highlighted that regulatory support and facilitation aim to accelerate a sustainable partnership ecosystem.

“Collaboration between the Ministry of MSMEs, the Ministry of Investment and Downstream Industry/BKPM, and regional governments is key to encouraging MSME participation in investment. This socialization is a crucial step to accelerate partnerships between MSMEs and large enterprises, ensuring investments in regions directly benefit local communities,” Temmy said.

Through this event, MSME actors are expected to better understand how to access the OSS partnership feature—from obtaining OSS access rights and securing a Business Identification Number (NIB) as business legality, exploring partnership opportunities offered by large enterprises, to processing Business Partnership Agreements (KKU). Moving forward, the government will continue refining the OSS system to further ease MSME access to the national investment ecosystem. (*)
